Swindon Doctor Jailed For Sex Offences

A doctor who secretly filmed himself abusing female patients with a James Bond-style wristwatch at a practice in Royal Wootton Bassett has been jailed for 12 years.

Swindon Crown Court heard that Doctor Davinderjit Bains, 46, used his position as a GP to assault more than two dozen women.

Bains, formerly of Nyland Road in Swindon, filmed the attacks on his Tieex 4GB Waterproof HD Spy Watch DVR, which has been compared to something out of a 007 film, and can be bought online for less than £60.

Bains admitted a total of 39 charges, 13 of assault by penetration, 13 of voyeurism, 11 of sexual assault and two of sexual activity with a child.

He also asked for a further 65 offences to be taken into account.

His not guilty pleas to three charges of sexual assault and a single count of administering a noxious drug with intent to commit a sexual offence were accepted by the Crown and will lie on file.

The police investigation began in June last year.

Bains was arrested at the Tinkers Lane Surgery in Royal Wootton Bassett.

361 high-quality video clips were recovered from Bains's watch and home computer by detectives.

Passing sentence, Judge Douglas Field told Bains he had breached the trust patients put in their doctor.

He said: "When you committed these offences you breached this duty of trust in the most grievous way.

"You are a disgrace to the medical profession."

Detective Inspector Mark Garrett, head of Swindon CID said: "I welcome today’s sentencing of Dr Davinderjit Bains who admitted a string of 39 sexual offences plus a further 65 sexual offences which were taken into consideration.

"A large number of female patients, including teenage girls, put their trust in this man to treat them with the professionalism, care and discretion that we all expect of our family doctor.

"But he utterly betrayed that trust for his own sexual gratification and I hope that today’s sentence goes some way to helping his victims get some closure on what has happened.

"This was a detailed and sensitive investigation by Wiltshire Police.

"Female detectives viewed hundreds of video clips. The investigation team then had the task of identifying the victims and letting them know the horrible truth that the intimate examinations they had undergone had been secretly filmed by their doctor, using a camera hidden in his watch and that many of those examinations were medically unnecessary.

"I would like to acknowledge the support which NHS Wiltshire and Wiltshire Council gave to this Wiltshire Police investigation.

Call For More Male Foster Carers

Men shouldn't be put off foster caring in Swindon.

It's the message from a team in the borough calling for more
potential carers to come forward as they mark Foster Care Fortnight.

The focus of this year's campaign is to find foster carers
for teenagers.

In Swindon, up to twenty teens need a home at any one time.

Graham Senior manages the family placement team at Swindon
Borough Council. He said:

'If we're short in one particular area, it is single male
carers.

There's absolutely no reason why males can't provide good
parenting to a range of children.'

For more information about fostering in Swindon you can call
the family placement team on 01793 465700 or email:

familyplacement@swindon.gov.uk.

Work could be done to improve junction 16 of the M4 and Royal Wootton Bassett could get a new railway station.

They're two of the potential major transport schemes for
Wiltshire that have been put on a shortlist by the Council.

Those proposals will now go on to another body, who'll
review them and decide which to put to government.

The schemes that get final approval will begin in 2015.

Seventeen million pounds of government money will go towards

Crime Commissioner Reaches Milestone

The Police and Crime Commissioner responsible for overseeing policing in Swindon is marking 6 months in office today.

Angus Macpherson was the first PCC in the country to be declared following elections last November.

He's described the last six months as 'busy and productive.'

Next month he'll speak at a public meeting about progress made on the priorities outlined in his Police and Crime Plan.

Mr Macpherson said:

'I am extremely proud to represent people in Wiltshire and Swindon on policing and crime matters and relish this challenging new role.

Seven Men Jailed For Swindon Drugs Offences

Seven men have been sentenced to a combined total of more than 40 years in prison for conspiracy to supply Class A drugs in Swindon.

31 year old Fatos Hamzaraj has been sentenced to 12 years in prison, Gugliemo Rossi, who's 29, got 6 years and 29 year old Paul Boulton was sentenced to 8 years at Bristol Crown Court this morning.

Michael Crossley, 28, has been sentenced to 4 years in jail, 33 year old Christopher Peter Hemming faces 6 years and Paul Matthew Bunney, who's also 33, has been sentenced to 20 months.

Finally, Jack Bowen Jones, who's 21, has been sentenced to 3 years imprisonment.

You can see custody shots of all the men below.

In addition to today's sentencing, four other men were convicted and sentenced for other drugs offences in 2011 in connection with this organised crime group.

Senior Investigating Officer, Detective Inspector Steve Kirby said: "In 2011 Wiltshire Police identified that there was an organised crime group (OCG) working in Swindon that was responsible for the large scale distribution of cocaine.

"It was identified as having a hierarchical structure with the head of the group, an Albanian, Fatos Hamsaraj who lived within Swindon, coordinating the distribution network.

"Through surveillance, analytical work and working with other agencies, police believed cocaine was being brought into the country in cars specially adapted to conceal Class A drugs and mixed with other cutting agents such as Benzocaine, at different locations and then distributed throughout Swindon.

"This was a robust police operation which involved working with several partnership agencies including the Border Agency, DVLA, housing associations and Swindon Borough Council’s licensing department.

"Specialist officers have put the total approximate street value of the drugs seized at £250,000 but the some of the cocaine we seized had a purity of 97 per cent – the purist the drug can be, so this figure could be much higher.

"Although the live police investigation spanned 10 months in 2011, it is important to note that some of the offenders were arrested and charged during this period as well as the end of it.

"This is the first time Wiltshire Police has taken out an entire organised crime group – from the street dealers to those at the top. It highlights Wiltshire Police’s dedication to tackling this type of crime which has such a devastating effect on our local communities.

"Tackling organised crime is a force-wide priority and involves officers at all levels working together to tackle it – from specialist drugs officers to members of the Neighbourhood Policing Teams.

"It is also important to note the value of community-based intelligence. We rely on members of the public reporting anything they think is suspicious to police and it can be these tip-offs which alert officers to an organised crime group working in this area.

"We hope that this case acts as a deterrent to anyone involved in or thinking of setting up an organised crime group in Wiltshire."

Superintendent Gavin Williams said: "This operation is a great example of the cross-force working – from local Neighbourhood Police Teams to our specialist crime team.

"Organised Crime causes widespread misery in our communities by creating a domino effect of crimes being committed – many of the lower level offences designed to fund the more serious. Members of these groups also prey on the most vulnerable in our society – be that by plying them with drugs or forcing them to break the law for their benefit.

"Tackling Organised Crime Groups is a Wiltshire Police priority and is one which involves officers and police staff of all levels. Most of the initial intelligence on criminal activity in our communities comes via the local NPTs who are the familiar, trusted faces in our towns and villages.

"Although this Organised Crime Group was based in Swindon, the town remains a safe place to live and work with the overall total number of crimes reported in Swindon down by more than 1,470 incidents – from 19,953 in 2011/12 to 18,483 in 2012/13.

"Part of this is a reduction in serious violent offences in Swindon which have fallen by more than 25% in the last year.

"I would also like to thank the local community for the role they play in helping us reduce crime – community based intelligence is crucial in both detecting and solving crime."

Police and Crime Commissioner for Wiltshire and Swindon Angus Macpherson said: "I welcome this news that seven defendants have been sentenced for conspiracy to supply Class A drugs in Swindon, and I am fully supportive of Wiltshire Police and its partners in their work to remove drugs from our communities.

"This was a robust operation involving different Force departments and partner agencies, resulting in drugs with an estimated street value of about £250,000 being seized and removed from our neighbourhoods. Serious organised crime has wide consequences in our communities fuelling lower level crime as well.”

Hundreds Of Jobs To Go At Wiltshire Council

The equivalent of 340 full time jobs are expected to be cut at Wiltshire Council as part of plans to save £4 million.

The authority has revealed proposals for a council-wide voluntary redundancy programme in June, with consultation on the programme set to begin on 27th May.

It means any staff will be able to apply for redundancy, although we're told it's unlikely applications from social workers and public health staff will be accepted.

John Hubbard, the Leader of the Liberal Democrat opposition in Wiltshire, has slammed the council's decision not to reveal the plans sooner: "Decisions on this will have been made long in advance of polling day.

"The Conservatives have actively chosen to withold this information from the people of Wiltshire.

"It's frankly dishonest."

A report outlining the proposals will go to Cabinet on 21st May.

In a statement, a Wiltshire Council spokesperson, said:

"Our number one priority is to protect frontline services which support the most vulnerable in our communities and we will continue to work innovatively to ensure this happens.

"More people are depending on the services Wiltshire Council provides, and this, alongside a reduction in funding from central government means we need to continue to make savings.

"To do this we are looking at the longer-term picture and not just focusing on the year ahead, merely rely on traditional and outdated methods of providing services. therefore, we need to make savings of £27million this year and £123million over the next four years. We will continue to develop modern services around the needs of the customer and not

"To ensure this happens we need to have the right people in the right posts and the right staffing structure. As well as proposing to reduce the number of posts, we will also be making savings by working more efficiently, removing duplication and waste and improving how we purchase goods and services.”

Sunglasses Seized In Swindon Amid Safety Concerns

Trading standards have launched an investigation.

Trading standards officers in Swindon have seized a haul of dodgy sunglasses that were being sold in the town.

Dozens of pairs of the sunglasses were confiscated from a street trader who claims to have purchased the items from two London-based wholesalers.

It's because of safety concerns as they're not CE marked and may not provide protection from the sun’s UV rays.

They were being sold in Swindon for £5.

The trader is now helping Trading Standards officers with their enquiries.

Cllr Richard Hurley, Swindon Borough Council’s Cabinet Member for Public Protection & StreetSmart, said: "Research from the College of Optometrists has shown that almost 80 per cent of under-25s put fashion and price before safety standards when choosing sunglasses.

"We’re urging all consumers to be aware and make sure they only buy CE marked sunglasses from reputable traders who they can return to for a refund if a problem occurs.

"It’s even more important to protect children’s eyes as they are still developing. Research has shown that 76 per cent of parents admit to not making sure their child wears sunglasses when out and about in the sun.

"It was therefore vital that we acted so quickly to remove these unsafe sunglasses from sale.”

Local Police Helicopter Grounded As Regional Service Takes Off

Avon and Somerset, Wiltshire and Dorset to share aircraft, but they'll more of them and greater cover is the promise by the national service.

Dorset and Avon and Somerset Police forces will no longer have exclusive access to their own dedicated police helicopters from July.

The national service is a collaborative agreement involving all 43 police forces in England and Wales.

In Dorset, the final agreement has been achieved after several months of negotiations and will see the cost of air support to residents reduce by more than £500,000 a year – while simultaneously improving coverage, availability and response times.

Effective air support is critical to the Police and often provides the only tactical option to address major incidents, ranging from locating vulnerable missing people through to assisting in the tracking and apprehension of armed criminals.

The National Police Air Service - NPAS - will take responsibility for any future replacement helicopters, the cost of which would exceed £4m and would otherwise have to be met by local taxpayers.

Dorset's helicopter, based at Force Headquarters in Winfrith, will initially continue to operate from that site while the national team are investigating a number of alternatives for its permanent operating location.

Under the agreement, the south-west region of police forces – will include Avon and Somerset, Devon and Cornwall, Dorset, Gloucestershire, Wiltshire, South Wales, Dyfed-Powys and Gwent.

A sci-fi fan from Swindon has spent a year building a replica scene from Star Wars that's attracted attention from as far afield as Hong Kong and the US.

Luke Kaye, from fancy dress shop Skywalkers on Faringdon Road, has told us he's been zooming in on the films to make sure he's got everything down to the materials used correct.

At the moment it's all in storage, which is costing him £1200 a month, but he's hoping to find somewhere to display it, along with the rest of his memorabilia.

Luke told us what inspired him to start the project: "We went over to meet my friend Mark Hamill, who played Luke Skywalker, and he took us to a show, which is the biggest Star Wars show in the world, in Florida.

"I saw this Cantina scene and I thought it was pretty bad, I can do better than that"

He added that this won't be his last major project: "I just can't stop. Next time I'd like to do a full-sized spaceship. When I see something I think I'm going to have a go at that."

How To Make Swindon Healthier In Spotlight

Patients in Swindon are going to be asked for their thoughts on how millions of pounds should be spent improving healthcare here.

The new Clinical Commissioning Group for the area has put together plans to show how £235 million could be spent in a year.

A consultation and workshops are being launched so the group can get our feedback.

Tony Ranzetta, from the Swindon Clinical Commissioning Group, said: "At the moment we spend money on things like local hospitals and on services that go into people's homes.

"The purpose of the workshops is to see whether we've got that mix of investment right or whether we should be investing more in helping people cope at home or in preventing illness in the first place."

He added that asking patients for their opinions is vital: "More often than not the patient is the only person who can describe the whole experience of their healthcare.

"Individual clinicians will see parts of the picture but it's the patient who can say this has been the impact on my family and this has been the impact on my job."

Burst water main closes section of Great Western Way for the weekend.

It happened last night.

There's going to be huge disruption on Swindon's Great Western Way near to B and Q over the next few days.

The road has been closed because of a water main that burst near to the Bruce Street Bridges last night.

Swindon Borough Council say it's more likely to affect traffic going into the town than going out.

Great Western Way has been closed for resurfacing.

Thames Water spokesman Craig Rance has told us more:

{audio_http://mm.gmstatic.net/86/370078.mp3}

Diversions have been put in place for traffic coming into Swindon following the closure of Great Western Way due to a burst water main.

Traffic coming into Swindon will be diverted along Wootton Bassett Road, into Penzance Drive, out onto Rodbourne Road and along Kemble Drive, to rejoin Great Western Way. The bus gate, which normally only allows buses to go from Penzance Drive into Rodbourne Road, has been suspended so that it can be used by all traffic.

Traffic leaving Swindon and heading for junction 16 can use Great Western Way as normal.

Heavy Goods Vehicles which would normally enter Swindon from Junction 16 of the M4 are being diverted to Junction 15.

The emergency repairs to Great Western Way, which are being carried out by Thames Water, are expected to last into the early part of the week beginning Monday 29 April.

Wootton Bassett Terror Plotter Jailed

A Muslim convert who plotted a terror attack on Royal Wootton Bassett has been jailed for six years.

Richard Dart, 30, who appeared in a BBC 3 documentary about Islam in 2011, had also planned to target members of the security services after receiving training at camps in Pakistan.

Dart, the son of Dorset-based teachers, was jailed at the Old Bailey with his co-conspirators Jahangir Alom, a former police community support officer, and Imran Mahmood.

Dart, who changed his name to Salahuddin al Britaini when he converted to Islam, was jailed for six years, Alom for four years and six months and Mahmood for nine years and nine months.

Mr Justice Simon told the trio they held "radical Islamist beliefs and have shown yourselves to be committed to acts of terrorism".

Dart, who was also formerly a BBC security guard, refused to stand when he was sentenced, saying: "I don't wish to stand up, I believe ruling and judging is only for Allah."

His extremist beliefs were exposed in the BBC television documentary made by his step-brother Rob Leech, called My Brother the Islamist, in which he is seen having close contact with the radical preacher Anjem Choudary.

Bearded Dart, who had only been a Muslim for six months at that point, declared: "I support the cause of jihad, that's part of being a Muslim."

Dart and Alom had travelled to Pakistan to get terrorist training and took advice from Mahmood who had already visited the country.

Dart and Mahmood discussed bomb-making and also that Royal Wootton Bassett, the military repatriation town, could be a potential target.

In fragments of computer conversations between Dart and Mahmood, which they attempted to hide by writing in Word documents and then deleting them, forensics experts discovered a reference to the town.

They had added: "If it comes down to it it's that or even just to deal with a few MI5 MI6 heads."

The trio admitted engaging in conduct in preparation of acts of terrorism between July 2010 and July last year at a hearing last month.

Mr Justice Simon said: "I'm satisfied to the required criminal standard that neither of you had ruled out an attack in the United Kingdom, and that you, Mahmood, were looking at arming yourself with a bomb."

Dart, 30, of Ealing in west London, Mahmood, 22, of Northolt in west London, and Alom, 26, of Stratford in east London, had all been stopped at airports while travelling to and from Pakistan.

When Mahmood was stopped at Manchester in 2010, traces of explosives were found on two rucksacks that he had with him.

He later admitted that he had received rudimentary training in explosives while in Pakistan.

The three were arrested on July 5 last year just before the start of the Olympics.

Deputy Assistant Commissioner Stuart Osborne, from the Met's counter-terrorism command, said: "These are dangerous men.

"Mahmood had received terrorist training in Pakistan and suggested he had knowledge of how to make home-made explosives, while Dart and Alom made great efforts to travel to Pakistan and aspired to seek training from terrorist groups there."

He added: "This case serves as a classic example of how terrorists live in our midst while preparing their acts and their determination to travel overseas to train before returning to the UK."

Neil Orpen, a consultant Spinal Surgeon at BMI Ridgeway, says: "We are seeing very good results, with very few risks and side effects. Of course, it is a procedure - a surgical procedure - and it does certainly carry risk because we're dealing with the spine, but fortunately the complications are very uncommon."

Becky Inquest: Death A 'Mystery'

Narrative verdict recorded.

The death of Swindon woman Becky Godden Edwards will remain a mystery according to the coroner, who's recorded a narrative verdict.

Her body was found on farmland in the Cotswolds in 2011, where she suffered a 'violent' death.

Taxi driver Christopher Halliwell led detectives to where she was buried.

But he was never prosecuted because he wasn't under caution and wasn't offered a solicitor upon questioning.

Becky's mum, Karen Edwards, says she wants a conviction. Speaking today, she said: "We've got to do this. She's my daughter. And I am not going to give up... I won't rest."

Karen spoke to the press following the inquest in Oxfordshire:

Wiltshire Council Streamlines Drug Service

It's to be taken over by Turning Point.

Wiltshire Council's to completely revamp its drug and alcohol support service.

For up to the next five years, it will be exclusively dealt with by health and social care provider Turning Point.

Emma Sierra Walker, a public health consultant with the Council, says: "We had quite a fragmented system with several separate providers, so it wasn't a fully integrated service, so we decided to integrate it fully and work to a new modely of delivery that really focussed on recovery."

Swindon Card Discounts To Change

Some of the concessions available to young, old and means tested to be lowered.

Some of the discounts available to people who hold a Swindon Card are being reduced.

As of the 7th of May, over 75s and means tested adults will no longer receive upto 70% off council run leisure activities, instead joining a blanket concession rate of between 25 and 50%.

Likewise, currently students, over 60s and juniors receive up to 50% off some council leisure activites.

As of 7th May, they'll be joining a blanket rate of 25% for most of them.

Keith Williams, cabinet member for leisure and strategic transport, says: "leisure facilities in Swindon are subsidized by the council taxpayer to the tune of £1.6 million per year. So, these would actually be discounts on top of discounted contributions towards leisure, so what you'll find is that people are still getting a very good deal."

Ambulance involved in Swindon road accident

It happened during an emergency call out

An ambulance was involved in a crash with another car on Queen's Drive this morning.

One paramedic was taken to hospital with minor injuries after the collision at around twenty past eight.

Emergency services attended the scene, and the road was reopened around 10.

South Western Ambulance Service clinical staff from the station were immediately on hand to assess and treat occupants of both vehicles. The male driver of the other vehicle, and his young son, were not injured and both were discharged at scene after being assessed.

The trust's paramedic was taken to Great Western Hospital by ambulance suffering minor injuries and has since returned home.

A second unit was immediately dispatched to the original 999 emergency - a man in his 60s complaining of chest pains. A back-up ambulance crew has since taken the patient to Great Western Hospital.

A SWASFT spokesman said: "Clearly our immediate concern is for the welfare of all those involved in both the original 999 call and the collision. As a trust, we have robust procedures in place for dealing with such incidents and will carry out our own internal investigation as well as supporting any police investigation."

Pop Up Shops To Be Discussed

A project to breathe new life into Swindon town centre by encouraging what are known as ‘pop up shops’ to open is being discussed tonight.

They’re often temporary shops set up as new businesses by young entrepreneurs.

It would likely mean fewer vacant shops in the town.

The idea will be discussed by Swindon Borough Council at a meeting later.

Wiltshire MP's react to Margaret Thatcher's death

The former Prime Minister died this morning.

Margaret Thatcher - the UK's first female Prime Minister - has died at the age of 87.

Her family say she had a stroke and passed away peacefully at the Ritz in London this morning.

David Cameron has described her as a great Briton while Buckingham Palace says the Queen is sad at the news.

Baroness Thatcher's supporters have been fulsome in their praise of the woman who led the country for 11 years from 1979 - winning three general elections as leader of the Conservatives.

Former Prime Minister Sir John Major called her a "true force of nature" while Michael Howard says she was a 'titan' of British politics.

But her political career wasn't without its controversies.

She was vilified for taking on the unions - most notably the one representing the miners in the 1980s - and for introducing the Poll Tax.

Her government privatised several state-owned industries and she survived an assassination attempt when the IRA bombed the Grand Hotel in Brighton in 1984.

Recently, she'd stepped away from public life as her health deteriorated.

Flags in Westminster and at Buckingham Palace are flying at half mast this evening.

Downing Street has announced that Lady Thatcher will receive a ceremonial funeral with military honours at St Paul's Cathedral.

North Swindon MP Justin Tomlinson says her impact on British politics will be felt for generations to come::

North Wiltshire MP James Gray has given us his reaction:

Rail Changes To Continue Until Monday

There are going to be further changes affecting train passengers travelling from Swindon.

Services are now expected to be disrupted until Monday while improvement works are underway at Reading station.

For the remainder of today [Wednesday] some services scheduled to run between London Paddington and Cheltenham will start at Swindon instead.

You can see the revised timetables by clicking here.

First Great Western have apologised for any inconvenience caused.

They've issued the following statement: "Delays to some train services yesterday were related to a number of problems in the region. These problems were compounded by the very limited capacity at Reading station, while improvement work continues, which had a greater affect on our ability to recover quickly from otherwise relatively small delays than originally thought.

"We worked hard with Network Rail to minimise the delays, but it quickly became clear that the number of trains we were trying to operate through the area was affecting our ability to get our services back on track, and our customers to where they needed to go, as quickly as we would have liked.

"Having re-looked at our plans with Network Rail and other train operating companies yesterday afternoon, we have revised our special timetable for the remainder of the week. This will reduce the chance of congestion in the area and make sure our services are as robust as possible while Network Rail continues its important improvement work.

"While we know this decision may cause difficulties for some customers, we are confident this will deliver a more reliable service for the vast majority of customers. We will, of course, be making every effort to let people know about the changes being made, and we would like to take this opportunity to apologise for the inconvenience caused.

"Our normal timetable will resume once Network Rail has completed their work on 8 April."

Oscars: Historic Win For Daniel Day-Lewis

The actor - who trained at Bristol Old Vic has made history after becoming the first man to win the best actor trophy three times, but other west country hopefuls missed out.

The British-born actor was honoured for his portrayal of President Abraham Lincoln in Steven Spielberg's historical drama.

He spent a year preparing for the role and, in his customary method, remained in character during the production.

Accepting his Oscar from Meryl Streep, Day-Lewis said: "I really don't know how any of this happened, I do know I've received more than my fair share of good fortune in my life."

He joked Streep had been the first choice to play Lincoln and he had been committed to play Margaret Thatcher - the role that won Streep an Oscar last year - before tearfully thanking his mother.

He previously won in 1989 for My Left Foot and in 2007 for There Will Be Blood.

Bristol's Aardman Animation were also in the running with their film "The Pirates! An Adventure With Scientists" in the Best Animated Film Category. Aardman Co-founder and Director of The Pirates, Peter Lord, was thrilled to be nominated.

"This is amazing! We tried to do something a little different with The Pirates, in terms of tone and comedy, and it’s just brilliant that the Academy has responded to it in such a wonderful way."

They lost out to Brave.

Elsewhere though it was a good night for British talent with Adele winning the Oscar for best original song for her Bond theme Skyfall.

The tearful singer thanked her songwriting partner Paul Epworth for "believing in me all the time, and my man, I love you baby".

She wowed the audience of A-listers in the Dolby Theatre with her first ever live performance of the 23rd Bond film's title track.

Ben Affleck's Iran hostage thriller, Argo, won the Oscar for best picture, despite the star being snubbed in the best director category.

The nominees for best film were introduced by First Lady Michelle Obama from the White House, before she named Argo as the winner.

Affleck, who also starred in the film, paid tribute to the "genius" Spielberg whose film, Lincoln, lost out in the category.

Referring to his success with 1997's Good Will Hunting, he said: "I never thought I would be back here and I am because of so many of you who are here tonight."

He added: "It doesn't matter how you get knocked down in life, all that matters is that you get up."

It was the first time since Driving Miss Daisy in 1990 that a film won the top prize at the Oscars without its director also being nominated.

The show's host Seth MacFarlane, the man behind hit cartoon Family Guy, started proceedings by poking fun at the Academy for not nominating Affleck, saying the plan was "so top secret the film's director is unknown to the Academy".

Taiwanese director Ang Lee picked up the statuette for best director for Life of Pi, beating Spielberg who many expected would collect the award for Lincoln. Lee collected the same award for Brokeback Mountain in 2005.

In a night that was otherwise short on shocks Jennifer Lawrence claimed the best actress gong for Silver Linings Playbook.

The 22-year-old fell as she climbed the steps to the stage to claim her prize.

Some had predicted the award would go to French actress Emmanuelle Riva who starred in Amour and at 86 was the oldest woman ever to be nominated. She won a Bafta award earlier this month for the role.

Anne Hathaway picked up the best supporting actress statue for her role in the musical Les Miserables.

The star, who only featured as Fantine in the film for around 15 minutes, fought back tears as she said "it came true" and thanked her husband and everyone who worked on the film.

She had been widely predicted to win the award in a tough category where Sally Field, Helen Hunt, Amy Adams and Jacki Weaver were also nominated.

Christoph Waltz won the first award of the night, best supporting actor, for his role in Django Unchained.

Waltz offered thanks to his character and "to his creator and the creator of his awe-inspiring world, Quentin Tarantino".

It was the second time in three years he has won the category - his first Oscar was for his role in Tarantino's Inglourious Basterds.

Waltz beat off stiff competition from Alan Arkin, Robert De Niro, Philip Seymour Hoffman and Tommy Lee Jones.

Tarantino went on to collect the prize for best original screenplay.

Amour, a French-language film about an elderly couple won best foreign language film which was accepted by its Austrian director Michael Haneke.

Council Tax Freeze On Wilts Police

Residents to benefit from police council tax freeze here in Wiltshire.

Wiltshire and Swindon households will benefit from a freeze on the police element of council tax during the next financial year.

The proposal from Police and Crime Commissioner for Wiltshire and Swindon Angus Macpherson was formally confirmed by the Police and Crime Panel this week.

It means that for the 2013/14 financial year the average Band D household in Wiltshire and Swindon will pay £157.77 for policing services as well as community safety services Mr Macpherson can commission. This is the same amount as last year and the year before that.

Mr Macpherson said: "I am very pleased that residents will benefit from this cap on the policing part of the council tax, especially in the current economic climate.

"I am confident that we can keep the cost of policing down for households while maintaining effective frontline services.”

The Commissioner promised not to increase the policing part of the council tax for the 2013/14 financial year during his election campaign.

He has now consulted with the business sector, via chamber of commerce groups, and the voluntary community sector on the proposal. He is also continuing to consult with the voluntary community sector on his forthcoming Police and Crime Plan, with a wider public consultation on the plan due to start later this month.

Di Canio "Ready To Quit"

Swindon Town manager says he has been "undermined" by the sale of a key player.

In a statement, Di Canio said: "It is with great regret that I issue this statement but,
unfortunately, the events of the last few days have left me with no alternative
other than to consider my position and explain the reasons why.

"We were assured that Matt Ritchie was going nowhere and money would be made
available for the squad to be strengthened. Within an hour I received a phone
call from Matt Ritchie telling me that the club had agreed to sell him and he
was in the process of agreeing personal terms.

"I regard this as a clear breach of my contract with the club and, moreover,
a clear attempt to undermine my position notwithstanding the success we have
achieved in the last 18 months. Matt Ritchie was sold behind my back.

"If it wasn't for the players and fans of Swindon Town, I would have walked
away from this club a long time ago. I didn't because I was given repeated
assurances that the project to achieve success was always in place and I wanted
to deliver this for the players, staff and most of all, the fans of this great
club.

"I am forced to consider my future as I don't know how I can continue to work
in this environment. Too many questions remain unanswered. The future is clouded
with uncertainty. At this moment of time my future remains unclear."

Swindon Town also issued a statement on the clubs' website overnight.

"Following Paolo Di Canio's comments earlier today, the Board wishes to assure fans that it continues to work towards the sale of the Club and the ensuring of its long term future.

The last few days have been extremely demanding given the combination of significant on-going losses, a closing transfer window and the disappointment of not bringing in the loan players as we had wished.

The Board expects to complete the sale of the Club next week and are confident that the new owners share the same ambitions as Paolo and his team. The decisions made over the course of the last few days have not been made lightly, and in the case of the decision to sell Matt Ritchie, have been done in conjunction with the new owners.

Whilst the Board understands Paolo's desire to gain promotion and is wholly supportive of this, the Board's considerations and responsibilities extend beyond the on field activities of the team. On some occasions it is faced with difficult choices and whilst we recognise the disappointment to all caused by the sale of Matt, the Board has not shirked its duty to face up to the harsh realities of its financial situation.

We look forward to the swift resolution of these short term issues, Football League approval of the new owners and hopefully a win against Crawley."

Governors Needed For New Ambulance Service

Workshops are now being offered to anyone interested in shaping the future of the South Western Ambulance Service.

The planned acquisition of Great Western Ambulance Service (GWAS) is on track to be completed by 1 February 2013, when they will become part of South Western Ambulance Service NHS Foundation Trust (SWASFT) serving the whole south-west of England.

SWASFT was the first ambulance service in the country to become a Foundation Trust and is expanding its Council of Governors to represent the area currently covered by GWAS - Bath & North-East Somerset, Bristol, Gloucestershire, North Somerset, South Gloucestershire, Swindon and Wiltshire.

Governors play an important role in monitoring an NHS Foundation Trust's performance and holding its board of directors to account. The Council of Governors is made up of public and staff Governors elected from Trust members, plus appointed Governors who represent partner organisations such as other healthcare providers and the emergency services.

Information events are being held in Almondsbury near Bristol on Friday 11 January 2013 and Wroughton near Swindon on Friday 18 January 2013. These workshops are for members of the public and GWAS staff who are interested in becoming a Governor and would like to learn more about the role. People wanting to book a place on the workshop should email ft@swast.nhs.uk or phone 01392 261672.

Elections for the 16 new Governors who will represent Gloucestershire, Wiltshire and the area formerly known as Avon - 11 public and five staff Governors - will take place in March and April 2013. They will join the existing 31-strong Council of Governors at SWASFT and serve for approximately one year before a new Council is elected in March 2014.

SWASFT Chairman Heather Strawbridge, who will lead the workshops, said: "Our Council of Governors are the guardians of the Trust and make a unique contribution to its future development and success. Governors are a vital link between the Trust and its members, staff, stakeholders and wider public, ensuring that the voices of those they represent are heard at the highest level in the Trust.

"The views of members help inform the development of the future strategy and direction of the Trust. As well as putting forward their views, Governors also have responsibilities for holding the board to account for achieving its strategic aims and targets.

"Our continuing membership recruitment is offering local people the opportunity to become informed and involved with the work of their ambulance service. Those interested in standing to become a Governor will be able to influence that work."

More information about becoming a Trust member and Governor is available via www.swast.nhs.uk/ft.

New Wilts Crime Chief Sets Out Budget Plans

Macpherson promises frontline services will remain effective despite cuts.

The new Police and Crime Commissioner for Wiltshire and Swindon Angus Macpherson proposes to cap the police element of council tax for the 2013-14 financial year.

Mr Macpherson said: "The budget we are receiving from central government is in line with what we expected - so there are no surprises there. We expected to have to make savings in line with our on-going plans.

"I am more than aware of the current economic climate and challenges this can give people living in Wiltshire and Swindon, so as promised during my election campaign, I am proposing not to increase the policing part of the council tax for the next financial year."

The Commissioner will be consulting on his proposal with chamber of commerce groups and the voluntary community sector. The Police and Crime Panel, the body that scrutinises the Commissioner, will also discuss the proposal at a meeting on 6 February before Mr Macpherson makes his final decision.

If the police council tax cap goes ahead, householders in a Band D property (the middle band) in Wiltshire and Swindon will pay £157.77 for policing services next year. This is the same as last year, and the year before that.

Council tax bills are distributed by local authorities to households in March for the start of the next financial year from April.

Mr Macpherson added: "Wiltshire Police has a deserved reputation for giving residents a service which is good value for money. I am keen to continue to keep the cost of policing down while maintaining an effective frontline service.

"This means doing more for less. This will involve working more closely with the voluntary and community sector, supporting initiatives such as Neighbourhood Watch, Street Pastors and organisations which support victims of domestic abuse and tackling offenders who are drug and alcohol dependent."

Wilts Man Jailed For Armed Robbery

Chris Pike convicted following string of burglaries.

A man has been jailed for a total of eight years following a crime spree in Wiltshire which included a knifepoint robbery on a jewellers in Malmesbury.

In addition to the robbery, Christopher Pike was also jailed for a number of dwelling burglaries and other related offences.

Pike, 30, formerly of White Horse Way, Devizes, pleaded guilty to the knifepoint raid on County Jewellers in Malmesbury on October 5 2012.

He also pleaded guilty to four counts of burglary, theft of a motor vehicle, common assault, criminal damage, two counts of leaving without making a payment and for driving while disqualified and without insurance.

During the raid on the jewellers, Pike threatened the female shop assistant with a knife if she did not hand over cash from the safe.

Hearing the woman's screams, a member of staff from a neighbouring store, Andy Carnegie, ran to her aid and confronted Pike.

Pike then swung out at Mr Carnegie - pushing him into a display stand - before making off on a stolen motorbike.

In the weeks following the raid, Pike committed a number of further offences including several burglaries from homes and businesses across the county.

He was jailed for a total of eight years and banned from driving for two years at a hearing at Swindon Crown Court yesterday (Thursday 3rd December 2013).

Detective Sergeant Simon Pope from Melksham CID said: "Pike is a serial and dangerous offender who has committed a significant amount of crimes across our county.

"I am happy with this custodial sentence as it reflects the seriousness of his crimes, the impact it has had on a number of innocent victims and also the hard work put in by a number of detectives who successfully identified Pike and promptly curtailed his activities.

"In particular respect to the robbery, I would also like to express my gratitude to Mr Carnegie who, with no regard for his own safety, ran to the aid of the victim at the jewellers in Malmesbury.

"His bravery stopped any further attack on the female employee and he should be commended.

"I hope that this sentence also serves as a warning to prolific offenders that we will use the full weight of the law to bring you to justice."

Test Case For Wiltshire's Tony

Green light to continue campaign after the death of locked-in syndrome sufferer Tony Nicklinson.

The family of locked-in syndrome sufferer Tony Nicklinson has won permission to continue his right-to-die campaign by appealing against a High Court ruling that went against him.

Mr Nicklinson, 58, died a week after he lost his legal bid to end his life with a doctor's help.

The father-of-two had been refusing food and contracted pneumonia after he was left "crestfallen" by the court's decision.

He died at his home in Melksham, Wiltshire, surrounded by family on August 22 last year.

The family vowed to continue Mr Nicklinson's campaign, and today it was confirmed that the Court of Appeal has given permission for his widow Jane to bring an appeal against the High Court decision.

The appeal is being seen as an important test case on whether medical help can legally be provided to those seeking the right to die.

Thousands Recovered After Court Fines Crackdown

Wiltshire police arrest 4 people in week long operation to recover money.

Wiltshire Police has collected more than £28,000 in unpaid court fines during a day of action this week.

Officers joined forces with Wiltshire Magistrates Court Warrant Officers on Tuesday 18th December 2012 to collect the unpaid fines as part of a new operation.

As a result of the operation, two arrests were made in Swindon, one in the Marlborough area and one in Chippenham for the non-payment of court fines.

PC Kevin Harmsworth from Headquarters Response team said: "This operation lets offenders know that they will be located and held accountable for their actions.

"These people have been convicted of an offence at court but have failed to pay outstanding court fines or costs.

"The effect of having a Police Officer arrive with a Court Warrant Officer drives home the message that arrest is a very real outcome for non-payment.

"This operation was a huge success with more than £28,000 collected and four people arrested.

"These fines can be anything from £35 to £10,000 so it is important that this money is collected.

"This operation will be run again in the New Year."

Winter Solstice At Stonehenge

Thousands gather for historic winter solstice

The exact time of the Solstice this year, when the Earth’s axial
tilt is farthest away from the sun, is at 11.11am on 21 December,
however it is generally accepted that the celebration of this special
event takes place at dawn and therefore access is permitted at
Stonehenge earlier that morning.

Over the last few years, the
popularity of Winter Solstice has grown considerably, with many families
and young people joining the druid and pagan community in the
celebrations. Two years ago, 2,000 people attended Winter Solstice and
in 2011 that figure more than doubled to a record 5,000 people.

Peter
Carson, Head of Stonehenge, said: "We are delighted to offer people a
warm welcome to Stonehenge this Winter Solstice but as facilities are
limited, we are not able to accommodate any more people than last year.
We don't have the luxury of using nearby fields in winter for parking
and encourage people to make use of the special bus service running from
Salisbury. We are working very closely with the local authorities and
agencies plus the druid and pagan community to ensure that access to
Stonehenge will once again be a success.”

The National Trust is warning anyone hoping to celebrate the winter solstice this year to check the weather forecasts and be fully prepared for the conditions.

It says that although the winter solstice is normally a quiet occasion compared to the summer one, there may be more people gathering at Stonehenge this year because of 2012 being the end of an era in the Mayan calender.

Jan Tomlin, the National Trust Wiltshire Landscape General Manager said: "We would simply remind people that it is often colder than expected around the stones both at Stonehenge and at Avebury.

We suggest that anybody wanting to celebrate the solstice should bring extra layers to wear, check the weather forecast before you go and, if you are visiting with friends, stay together. "

Festive Warning From Wilts Cops

Officers warn us to beware of the amount of booze we drink over Christmas and New Year.

Wiltshire police have issued their festive safetly message today, warning us to "be sensible and be safe", especially when it comes to the amount we drink.

The message comes as thousands of us here in Wiltshire prepare for a few days of celebrating Christmas and the start of 2013.

This year, the force is teaming up with a number of agencies, to ensure that people do not run into trouble if they drink too much.

Alcohol Services, the Sexual Assault Referral Centre (SARC), Sexual Health Services and Domestic Violence Services are united in urging people not to put themselves in a situation where they have drunk so much alcohol they are putting themselves at risk.

Detective Chief Inspector Nick John head of Serious Crime Investigations at Wiltshire Police said: "Our message is simple; don't drink so much that you put yourself or others at risk.

"We want everyone to have an enjoyable Christmas and New Year but we also want this to take place in a safe and secure environment.

"Many crimes are linked to people consuming too much alcohol, from violent offences to sexual assaults - reducing the alcohol intake can reduce the possibility of crimes occurring."

Lin Williams from the Swindon Community Safety Partnership said: "Christmas can put a strain on your relationships too. This year, with money tighter there could be added stresses. Many people access help from support services after Christmas and the New Year having tried to make their relationship work over the holidays. Alcohol can be a contributing factor but is not the cause. Young people's relationships are no different."

Jools James-Kempshall, SARC Manager said: "We want everyone to go out and have a good time but we don't want their celebrations to end in disaster. Most people assume that sexual assault will never happen to them and men are more likely to be complacent, but we must remember that although rare, male rape and sexual assaults do happen".

Jools advised: "Never leave your drink unattended and don't accept a drink from someone you don't know. If you are concerned about your own or someone else's safety, call the police."

Police and Crime Commissioner for Wiltshire and Swindon Angus MacPherson said: "As the new Police and Crime commissioner that last thing I want to do is be a kill-joy at Christmas.

"But we do have to face the reality that too much "Christmas spirit" is a danger not only to individuals, but also families and communities.

"The cost of fractured bones and well as fractured relationships as a result of too much booze is enormous.

"I pleased to support this multiagency approach to increasing awareness, and hope that it will have some positive effects in reducing both violence and headaches."

Multi-Million Pound Road Boost For South West

Bristol, Bath and Swindon all in line for funding to be used in areas like resurfacing and repairs following the recent flooding.

It has been announced that £36 milllion pounds is being spent in the South West on local road maintenance..

The £36 million is part of a £333 million fund announced in the Chancellor's Autumn Statement for essential maintenance to renew, repair and extend the life of roads in England with £215 million due to be spent on local roads.

This funding is in addition to the £3 billion the Government is already providing for councils in England between 2011 and 2015 for highways maintenance.

This highways maintenance funding could be used for improvements such as road resurfacing, maintenance to bridges or repairing damage to highway infrastructure caused by severe weather events, such as the recent flooding.

A woman has been subjected to a serious sexual assault in Swindon.

It happened at an address in Swindon Road, Old Town, Swindon between 1am and 8am on Sunday 9th December 2012.

Shortly before 1am, a lone woman, described as white, wearing a green top, green shorts and either wearing or carrying a black leather jacket, got into a black Hackney cab at the rear of Bushwackers and Sin nightclub in Swindon town centre.

She was then dropped off near to or on Swindon Road, Old Town.

It is believed that she may have fallen over at some point while on Swindon Road.

A short time later, a white male wearing dark jeans, a dark coat and possibly wearing a beanie hat, approached the woman and they then went to an address where the offence took place.

Fears Grow For Wiltshire Landlord

Police investigate possibility that a missing man may have jumped off a ferry.

Police investigating the disappearance of Malcolm Levesconte are considering that he may have jumped off the ferry on the way to France.

Malcolm Levesconte, aged 59, landlord of the Royal Oak Pub, was last seen at the pub on Sunday 9th December 2012.

Detectives have been able to confirm that Mr Levesconte booked a return ferry ticket to St Malo in France that same evening and boarded a ferry at Portsmouth.

Since then Police have been working with the relevant agencies in France to try to trace him but have not been able to confirm if Mr Levesconte actually came off the ferry in St Malo.

Det Sgt Standing, Salisbury CID said: "We continue to treat Malcolm Levesconte's disappearance as a missing person enquiry but at this stage we do have to accept there is a possibility that he did not make it to France and may have taken his own life by jumping into the sea from the ferry.

"I would like to appeal to anyone who has information to come and speak to us - his family are facing the terrible prospect that he may have committed suicide. It is therefore imperative that we hear from you if you have heard from Mr Levesconte."

In addition, Wiltshire Police are writing to the 61 people believed to have contributed to the Royal Oak pub's Christmas thrift club in Shrewton which went missing at the same time as Mr. Levesconte's disappearance.

Officers launched an investigation after they were informed of the theft of a substantial amount of money by a member of the public.

Enquiries have established that the £29,000 Christmas thrift fund collected by the landlord of the Royal Oak has disappeared and the pub remains closed.
